Ladies and Gentlemen Good Morning! 

The Sorsogon Provincial Summit on DRRM is the first DRRM summit conducted in the Bicol Region, this is because we in the regional level based on our assessment believed that Province of Sorsogonis one of the most organized in the context DRRM.The purpose of this summit is to roll out the last year Regional DRRM summit for LCEs, introduce tools to be used, and this also served as avenue for the national agencies to visit provinces to personally assess the level of development on DRRM. Moreover, this is the time to showcase the Sorsogon practices on DRRM.

Republic Act 10121 otherwise known as "Philippine Disaster Risk Reduction and Management Act of 2010" calls for building disaster-resilient communities and capacitating national government agencies, local government units and other partner stakeholders. It serves as a means to enhance the opening mechanisms of the Philippine Disaster Risk Reduction and management System (PDRRMS), overcome its gaps and transform it form a reactive into a proactive stance.
In the operation of PDRRMS, Local Chief Executives (LCEs) plays a vital role.
